I-95 Express Toll Lanes, Baltimore to White Marsh


Summary

The I-95 Express Toll Lanes (ETL) Project was an initiative by the Maryland Transportation Authority (MDTA) to reduce peak period congestion on I-95 between White Marsh and the I-95/I-895 split.

O’C&L provided a wide array of services to the ETL Project. Services included providing full and part-time project staffing, developing and maintaining the project master schedule, as well as various critical path method (CPM) scheduling and construction claims analyses. These analyses included:

  • Contract Documentation Review;
  • Review and Analysis of Initial CPM Schedule;
  • CPM Fragnet Analysis;
  • Review and Analysis of Schedule Updates and Proposed Revisions;
  • Contemporaneous Review of Contractors’ Requests for Time Extensions;
  • Analysis of Contract Damages (direct cost and delay claims);
  • Analysis of Entitlement Issues Related to Delay Claims;
  • ETL Cost Forecast;
  • Preparation of Demonstrative Exhibits;
  • Presentation of Findings;
  • Differing Site Conditions;
  • Variations in Estimated Quantities;
  • And Errors/Omissions.
