Laurel Mountain Wind Farm
Located in Elkins, WV, the wind farm opened in October 2011. With 61 turbines stretched across 12 miles, the farm can generate up to 98 megawatts (MW) of electricity. A notable feature of the project is the largest lithium-ion battery installation attached to a power grid in the continental United States.
The owner contracted for construction of the site to house a 1.6 XLE Wind Turbine Generator. This was a design/build project including civil and electrical design; roads; foundations; a substation; an electrical collection system; and wind turbine erection.
The general contractor was to provide extensive clearing; major civil/earthwork cut and fills to minimize steep grades; drilling and blasting of rock; precision traffic management related to the single point of entry and exit; and narrow track crane movements along a mountain ridge line with steep grades.
O’C&L was brought in to provide scheduling services and perform a schedule analysis. O’C&L was also tasked with creating an expert report for arbitration based on the findings of the schedule analysis. Finally, O'C&L was to provide testimony for arbitration.
