Public Parking Garage 11


The Restoration/Renovation Project of Garage No. 11 in Bethesda, MD, included the complete gutting of the existing facilities; modifications to the structural steel frame; replacement of the concrete decks on four supported levels; repairs to the slab-on-grade; modification/replacement of existing walls; facade replacement; and upgrades to the mechanical, electrical, and plumbing (MEP) and fire protection systems.  There were also modifications to the elevators, replacement of the revenue control system, parking operations, and related work in the adjacent parking facility.

O’C&L was retained as the construction manager with personnel on-site during the renovation/reconstruction of the existing five-story parking structure in a congested urban environment.  O'C&L functioned as the owner’s representative providing a full-range of services including: contract administration; project management; and coordination between the County, the design professionals, the contractor, other public agencies, and the neighboring businesses.  O'C&L was also responsible for reviewing the contractor’s construction schedules; analyzing proposed change orders; evaluating pay requisitions; generating punch lists; and overseeing corrective work performed both prior to final completion and during the warranty period.
