Silver Spring Library
The Silver Spring Library Project was designed to provide Silver Spring, MD with a new library located within the central business district. The new library is intended to meet the unique requirements of an increasingly urban, ethnically, and culturally diverse residential and business community. The project is a Leadership in Energy and Environmental Design (LEED) Silver building.
In late 2014, with the construction schedule approximately six months behind schedule, O’C&L was brought on to provide support services to the Montgomery County Department of General Services, Division of Building Design and Construction (DBDC), during construction. O’C&L provided project management support services to include coordination between DBDC, the designer, and the construction contractor. O’C&L implemented management initiatives to expedite the construction schedule. O’C&L also conducted meetings between various parties, provided analysis of disputed issues, and facilitated the resolution of design and/or construction issues. For certain design and/or construction issues, O’C&L investigated and provided recommended solutions. O’C&L also negotiated Proposed Change Orders (PCOs), Field Orders (FOs), and Change Orders (COs) with the general contractor.
