William Preston Lane, Jr. Memorial Bridge


Under a three year supplemental services contract, O’C&L provided a full range of transportation-related contract administration and program management assistance to the Maryland Transportation Authority (MDTA).  The assistance included critical path method (CPM) scheduling services, constructability, construction inspection, claims litigation support, and other technical services as assigned. Additionally, O’C&L provided construction management and specialized in-situ testing services for the westbound William Preston Lane, Jr. (Bay) Bridge deck repairs. 

O’C&L provided engineering office support services as needed to assist MDTA with program management activities such as tracking Consolidated Transportation Program (CTP) requests; updating the CTP program; monitoring projects on the I-95 Fort McHenry Tunnel (FMT) corridor to help coordinate lane closures; and acting as a liaison between various organizations. O’C&L provided monthly CPM schedule maintenance, review and analysis services for construction projects at various MDTA facilities. O’C&L also provided CPM training to MDTA field personnel.

O’C&L provided schedule delay and claims avoidance and litigation services as needed as part of the CPM scheduling review and analysis services. O’C&L was tasked to spearhead the in-situ testing, deck delamination analysis, analyze causes, and suggest remedies. O’C&L provided inspection services on a number of projects including the William Preston Lane, Jr. (Bay) Bridge for deck repairs; hot mix asphalt (HMA) paving on I-95; building modifications on the Bay Bridge administration building; and specialized inspection services for the westbound Bay Bridge deck overlay/delamination repairs.
