Mr. Tilley has over 9 years’ experience and expertise in the design of subdivisions, grading, sediment control, hydrology / hydraulics, drainage systems, stormwater management facilities, and underground utilities.  

His experience encompasses engineering design on numerous residential and commercial projects of all sizes, including individual residential housing lots, commercial pad sites, schools, churches, shopping centers, campgrounds and landfills / rubble fills.  He is also experienced in site permitting, Client coordination, and project management.

Mr. Tilley prepares design plans utilizing AutoCAD software, and he has substantial experience in the use of advanced engineering design software programs, including StormCAD, FlowMaster, CulvertMaster, TR-55, TR-20, and HEC-RAS.  His design experience includes performing Environmentally Sensitive Design in accordance with jurisdictional regulations, and he has substantial experience in working as part of a LEED project team.

Mr. Tilley plans, organizes, and directs the work of multiple survey parties to determine precise location and measurements of points, elevations, lines, areas, and contours for construction, survey preparation, land division, or other purposes. He oversees and conducts research into previous survey evidence, maps, deeds, physical evidence, and other records to obtain data needed for surveys. Mr. Tilley ensures accurate notes, records, and sketches to describe and certify work performed are compiled. He coordinates findings with the work of engineering and architectural personnel, Clients, and others project stakeholders.

He has worked with numerous jurisdictions and agencies in Maryland, Virginia, and Washington, D.C., including the Montgomery and Prince George’s County Governments, the Maryland-National Capital Park and Planning Commission, the Washington Suburban Sanitary Commission, the Maryland Department of the Environment, the Maryland State Highway Administration, the United States Army Corps of Engineers and many other local, state and regional agencies and jurisdictions.
