Mr. Rice has over 15 years of diverse construction and engineering experience on commercial, institutional, educational, industrial, highway and bridge, utility, marine, and heavy civil construction projects in the United States, Canada, and Mexico. He has held positions as an Estimator, Engineer, Senior Project Engineer, Project Manager, and Construction Consultant. 

Mr. Rice’s expertise includes project management, construction operations and logistics, planning and scheduling, project controls, contract administration, and litigation support services for projects delivered using the design-bid-build, EPCM, and/or design-build delivery method. In particular, he specializes in construction management, constructability review, cost estimating, CPM schedule development, review, and analysis, as-built schedule preparation, claim analysis, program/contract change management, productivity analysis, technical issue analysis, and demonstrative exhibit preparation.

Mr. Rice has successfully managed several large and complex civil construction projects exceeding $10 million and he has assisted public and private clients resolve complex construction issues and has provided evidence necessary for favorable outcomes at numerous dispute resolution proceedings, including  project level negotiations, mediations, arbitrations, and trials. Notable projects, in which Mr. Rice has actively participated, include:

  • Developed a cost loaded baseline CPM schedule for the general contractor on a $132 million dam safety modification and cutoff wall project for the U.S. Army Corps of Engineers in Elk County, Pennsylvania.
  • Served as a United States Department of Justice appointed Monitoring Trustee Team Member overseeing the design and construction schedule on a $1.1 billion brewery expansion project in Nava, Coahuila, Mexico.
  • Analyzed construction issues, delays, and damages arising from an electrical distribution project on the grounds of a Canadian nuclear research facility in Ontario, Canada. Presented findings in an expert report.
  • Prepared schedule delay and disruption analyses on behalf of a specialty drilling and grouting foundation subcontractor on dam excavation and foundation preparation project in Stafford County, Virginia. Presented findings in an expert report and at mediation with the project owner and general contractor. 
  • Provided independent contract review, delay, and cost analyses under a task order contract with the Maryland State Highway Administration for claims submitted by contractors on various statewide contracts.
  • Reviewed several design and construction claims related to the standard of care, design errors and omissions, schedule delay and disruption, and additional work arising on a large sanitary sewer project In New Castle County, Delaware. Presented findings in multiple export reports.
  • Provided on-site construction and program management support services to the Office of the Intercounty Connector for a $2.6 billion design-build transportation project in Maryland.  Mr. Rice reviewed monthly cost loaded CPM schedule submissions, analyzed design and construction issues, contractor claims, change order requests, and opined on other contractual issues. Participated in change order negotiations and provided weekly change management status updates to the Executive Program Manager and Project Director.
