Mr. Martin has been a practicing civil engineer, and has an extensive construction and engineering background. He has served as a senior project manager for numerous retail, commercial, industrial, institutional, transportation, and airport construction projects. As such, he is well versed in the day-to-day construction operations, from planning and design through completion.  He has significant experience preparing project estimates, drafting and reviewing project specifications, reviewing and analyzing shop drawings and technical submittals for conformance, and preparing and negotiating construction contracts, subcontracts, and change orders. Additionally, in his role as a consultant, Mr. Martin has participated in litigation support for construction and design professional claims involving scheduling delays, acceleration and inefficiency analyses, liability and entitlement assessments, and damage quantification. Mr. Martin has also served as an expert witness. 

In his prior legal career, Mr. Martin represented clients in a broad array of general litigation matters and alternative dispute resolution.  Mr. Martin’s focus was largely related to construction-related matters, and included advocacy and counseling on behalf of owners and developers, contractors, subcontractors, and other business entities in a wide array of construction litigation and contract matters involving mechanics’ lien actions, construction defects, construction claims, default terminations, bid protests, and general tort defense.  He also has extensive experience with housing-related litigation involving accessibility and discrimination claims associated with the fair housing laws and Americans with Disabilities Act (ADA) violations. 

Mr. Martin is a graduate of Virginia Polytechnic Institute & State University (Virginia Tech) where he received his Bachelor of Science in Civil Engineering.  He is also a graduate of the University of Baltimore School of Law (J.D., cum laude, 2006), where he served as a staff member of the University of Baltimore Law Review, was a Litigation Fellow in the inaugural class of the Stephen L. Snyder Center for Litigation Skills, and was selected as a student member of the Montgomery County, Maryland American Inn of Court. Mr. Martin is an active member of the American Bar Association regularly involved in the Forum for the Construction Industry, the Maryland State Bar Association where he was a founding member of the Construction Law Section, and the Bar Association of Montgomery County.
